Kelly Dowd
Founder & Chief Technology Officer
Kelly founded Dowd Innovative Concepts and leads our technology strategy and direction. With a background in engineering and complex systems analysis, he brings over 20 years of experience spanning artificial intelligence, cybersecurity, software development, infrastructure engineering, and product development.
Previously, Kelly held technical roles with Verizon Business, AOL, Oak Ridge National Laboratory, Afilias, and the United States Department of Defense.
He holds a Bachelor of Science in Engineering from the Technical University of Valencia in Valencia, Spain, and has completed advanced graduate studies in business and engineering at the University of Cádiz.
Outside of his professional pursuits, Kelly enjoys motorsports (on both two and four wheels), cycling, sailing, and baseball.
Sebastian Muñoz
Director of Software Engineering
Sebastian leads the development and lifecycle management of our core software technologies.
Before joining Dowd Innovative Concepts, he held technology roles with Capital One, Martin Interactive, and Coca-Cola.
He holds a Bachelor of Science in Computer Science from the University of Virginia.
When he’s not building software, you might find “Sebby” in a kayak, at a car show, climbing a mountain, or at an equestrian event.
